日本的地方文化行政变革是:从服从中央政令向地方自主转变,从中央集权向地方分权转变,从实现文化振兴向生活文化建设转变,从重视行政职能和效率向以人为本转变,从以居民为客体的管理型行政向以居民为主体的自治型行政转变。其核心理念是从“文化的行政化”向“行政的文化化”转变。考察和借鉴日本地方文化行政变革的经验,对探讨我国地方文化行政体制改革和研究如何在新型城镇化进程中推进城镇文化建设很有意义。
