类似马来西亚这样快速发展的国家中不断增长的犯罪率让国民没有安全感。马来西亚政府必须增加警察数量并且反思它的培训机制。即使有最训练有素的警察部队,犯罪率仍将维持在高发水平。这是因为马来西亚社会的资本主义与物质文化导致了罗伯特.迈顿(Robert Merton,1938)失范理论中要素的出现——过度重视金钱,无视道德准则采用各种手段以达到目的。斯蒂文.麦斯纳(Steven Messner)以及李查德.罗逊范德(Richard Rosenfeld,2001)的制度失范理论提出,当市场规范被过分强调,削弱了社会伦理的调节作用,就会导致道德沦丧带来的社会压力。这种压力导致个体跃跃欲试以期望达到个人的理想目的,但同时社会缺乏对其利用合法手段进行规范制约。这两个理论认为某些文化条件与社会结构条件相互作用,就会导致道德沦丧以及高犯罪率。当前,马来西亚的资本及物质文化已经产生了一个孕育高犯罪率的社会文化结构条件。增加警察数量及改善治安并不足以降低高犯罪率。
The growing crime rates in rapidly developing countries like Malaysia have left the nation insecure. The Malaysian government must increase the number of police officers and reflect on its training mechanism. Even with the most trained police force, the crime rate will remain at a high level. This is because the capitalist and material culture of Malaysian society has led to the emergence of elements in the anomie theory of Robert Merton (1938) - putting too much emphasis on money and disregarding ethical principles and adopting various means to achieve their ends. Stereotypes of Steven Messner and Richard Rosenfeld (2001) suggest that when market norms are overemphasized, weakening the regulatory role of social ethics leads to Social pressure from moral decay. This pressure leads individuals to be tempted in the hope of achieving their personal aspirations, but at the same time society lacks normative constraints on its use of legal means. These two theories hold that the interaction of certain cultural conditions with the conditions of social structure will lead to moral decay and high crime rates. At present, the capital and material culture in Malaysia have created a condition for a socio-cultural structure that nurtures a high crime rate. Increasing the number of police officers and improving law and order are not enough to reduce the high crime rate.
