管理人才历来都有。在现代社会里,我们要造就的是新型的管理人才。这是我们当前最急需、而过去却被严重忽视了的一个重要问题。我们多年来培养的科学技术人员,不管受到怎么样的冲击、破坏,总还有几百万人,如果包括社会科学在内,中等专业以上的专业人才,全国共有一千一百万人,这是相当大的数目。但是管理人才的培养却远远不够了。过去我们把管理简单地当成是政治、社教,而没有把管理本身当成一门科学。这次中央在经济体制改革和科技改革的决定中就特别强调管理人才的培养。并且提出要学习管理科学,包括资本主义社会里那些符合现代化生产要求的管理经验。
Management talent has always been. In the modern society, we must create a new type of management talent. This is an important issue that we are currently most urgently needed but has been seriously neglected in the past. The scientific and technical personnel we have cultivated over the years, no matter what kind of impacts and damages, there are still millions of people. If we include social sciences, there are a total of 11 million people in secondary professionals. It is a considerable number. However, the training of management personnel is far from enough. In the past, we simply used management as a political and social education and did not regard management itself as a science. This time, the Central Government placed special emphasis on the training of management talents in the decisions on economic and technological reforms. It also proposes to study management sciences, including those in capitalist society that meet the modern production requirements.
