党中央在十四届三中全会上明确提出:“发展一批以公有制为主体,以产权联结为主要纽带的跨地区、跨行业的企业集团,发挥其促进结构调整、提高规模效益、加快新技术新产品开发、增加国际竞争能力等方面的重要作用。”从而使我国的企业集团发展步入新的阶段。但是,在实践的过程中,原有的企业集团或新的企业集团由于仍受旧的观念和体制的束缚,遇到了各种各样的问题。本文在此拟对当前企业集团亟待解决的问题提出几点浅显的认识,以供商榷。
