公益性事业单位的职能主要是完成国家交办的公益性事业,同时鼓励和支持公益性事业,为社会提供公共服务。随着事业单位改革的不断深入,事业单位建立有效合理的绩效管理机制是必然的趋势。对于公益性的事业单位,只有建立了有效的绩效管理机制,才能在合理分配资源的情况下发挥出单位员工的最大价值。本文开始分析了公益性事业单位的性质,然后又分析了当前公益性事业单位绩效管理体制中的不足,最后为完善公益性事业单位的绩效管理体制提出了几点改进的措施。
The function of public welfare institutions is mainly to complete public welfare undertakings handed over by the state, at the same time encourage and support public welfare undertakings and provide public service to the society. With the deepening reform of public institutions, establishing an effective and reasonable performance management mechanism is an inevitable trend. For the public welfare institutions, only the establishment of an effective performance management mechanism, in a reasonable allocation of resources to exert the maximum value of the unit staff. This paper begins with the analysis of the nature of public welfare institutions, and then analyzes the current public welfare institutions performance management system deficiencies, and finally some measures to improve the public welfare institutions performance management system.
