1.概述 1.1 国际民航组织根据国际民航公约第四十四条“发展国际航行的原则和技术,促进国际航空运输的规模和发展,以保证全世界国际民用航空安全地和有秩序地增长”的职责,在未来航行系统(FANS)专门委员会中,经过从概念到技术方案的设计阶段(FANS Ⅰ),从方案论证到发展全球过渡计划的定义规划阶段(FANS Ⅱ),认识到现行陆基系统的局限性,提出了以应用卫星技术为特征的通信、导航、监视和空中交通管理(CNS/ATM)的全球系统方案,到目前已经进入CNS/ATM系统的过渡实施阶段。 1.2 中国作为国际民航
