1968年11月,在维也纳举行的联合国道路和汽车交通问题会议上通过了《道路交通公约》,1993年9月和2006年3月对公约进行了修正。联合国《道路交通公约》正文包括总则、道路通行条件、准许汽车及拖车进入国际交通之条件、汽车驾驶人、准许自行车及轻便摩托车进入国际交通之条件、最后条款等六章五十六个条文,公约还附有7个附件。联合国《道路交通公约》确定的相关标准和规则为各国之间的交通便利奠定了基础,其开放性签署的规定,为各国加入该公约打开了方便之门。截至2007年2月1日,已有80个缔约国。自联合国上世纪70年代恢复我代表中国的合法席位以来,我国尚未重新签署和加入该公约,目前中国不是该公约的缔约国。但随着我国经济社会的发展,国内外人员流动日益频繁,对实现境内外机动车驾驶证互认互换的需求也越来越大。
The Convention on Road Traffic was adopted in November 1968 at the United Nations Conference on Roads and Motor Transport in Vienna, and the Convention was amended in September 1993 and March 2006. The text of the United Nations Road Traffic Convention includes six general provisions, road conditions, conditions for permitting motor vehicles and trailers to enter international traffic, drivers of motor vehicles, conditions for allowing bicycles and mopeds to enter international traffic, and final clauses. The Convention is accompanied by seven annexes. Relevant standards and rules established by the United Nations Road Traffic Convention have laid the foundation for transport facilities among nations. Its open-ended signature has opened the door for countries to accede to the Convention. As of 1 February 2007, there are already 80 States parties. Since the United Nations restored my legal seat on behalf of China in the 1970s, our country has not yet signed and acceded to it. At present, China is not a party to the Convention. However, with the economic and social development in our country, the flow of personnel at home and abroad has become increasingly frequent, and the demand for the mutual recognition and exchange of domestic and foreign motor vehicle driver’s licenses has also become greater and greater.
