短短几年时间,就有几十个亿的资金涌向济南市槐荫区。目前,浙江人在槐荫投资热潮正高,已形成一个“浙江系”民营企业集团。
大量浙江民间资本的涌入,建成了一批重点项目和发展载体,推动全区民营经济实现了跨跃式发展。2003年,全区实现国内生产总值35.36亿元,民营经济实现增加值占61.1%,比上年增长30.1%;民营经济实缴税金1.85亿元,占地方财政收入的64.8%,比上年增长46.8%;招商引资实际到位资金16.24亿元,比上年增长19.7%;民营经济的投入达4.5876亿元,占全区固定资产投资的29.5%,比上年增长83.5%。
浙江民间资本短期内聚集槐荫,得益于槐荫区积极营造载体、优化环境、创新机制和规范服务。近年来,槐荫区把加快民营经济发展摆到重要位置,实施招大商、引大资战略,坚持区域经济以发展民营经济为主、民营经济以引进民间资本为主、引进民间资本以浙江为主,不断优化环境、建设载体、创新机制、规范服务,招商引资呈现蓬勃发展之势。
学习温州,推介槐荫
近几年,槐荫区多次组团赴江浙等地考察学习,看到了差距,学到了经验,得到了启示。
启示之一: 鼓励民间投资,放手发展民营经济,是发达地区经济快速发展的根源所在,也为槐荫区域经济发展提供了成功的模式和经验。民营经济是槐荫区域经济最具潜力和活力的增长点,招商引资又是促进民营经济发展的基本手段。
启示之二:江浙等地民营企业的原始积累已经基本完成,截止到2002年底,浙江民间流资已高达8300亿元,仅在温州正规的金融渠道里,已经聚集了超出1000亿元的民间流动资金。槐荫区具有特殊的区位优势,发展空间广阔,潜力巨大,但资金短缺、投资乏力。通过优势互补,借助浙江巨额民资的投入,可以助推槐荫经济的跨跃式发展。
启示之三:江浙地区已经形成了一大批上千万甚至上亿元的民间投资者,他们视野开阔,思路活跃,精于资本运作,善于投资,善于聚群。到江浙招商引资,不仅能解决槐荫发展民营经济的投入问题,难得的是能引进一批民营企业家,引进发达地区先进的民营经济管理理念,为槐荫民营企业的管理和发展发挥示范和导向作用。2001年初,槐荫区邀请浙江现代集团董事长章鹏飞来槐荫,投资建设了10万平方米的现代家电城。良好的业绩在浙江产生了很大的影响,很快形成了以商招商的局面,刺激了槐荫民营经济的发展。
注重实效是槐荫区招商引资的成功经验之一。每次组团到江浙等地考察,槐荫区都通过多种方式宣传自己,推介槐荫的投资环境和招商项目,以双赢为话题,以诚信招商,赢得了投资者的信赖和支持。
发挥优势,优化环境
槐荫区在发展经济中有着明显的区位优势,80%的地域可作为开发空间。区内的玉清湖水库可提供充足的水源,京福高速公路贯穿南北,济青、济聊高速公路横跨东西。近几年,槐荫区采取市场运作方式,走自求平衡、滚动发展的融资、投资、建设的路子,大手笔、高水平地实施了城市基础设施建设,城区面貌明显改善,服务功能大大增强。2001年来,先后融资10亿元,新修和拓宽改造道路20余条,形成“四纵四横”为骨架、四通八达的道路网络。经十西路已经成为进出济南市的标志性通道,张庄路和二环西路的改造,构建成新的大交通格局。2003年,跨铁路特大桥的建成通车,经六路西延长线全线贯通,又增添了一条横贯东西的通衢大道。
济南市城市发展总体规划确立,西部新城落户槐荫,带来了难得的历史机遇。槐荫区及时实施了“老城连片开发、新城分步启动、周边园区建设”和构筑“四园一区”发展载体的总体思路,全面启动了经一路等12条道路的拓宽改造和综合整治。在老城区划定五大片区进行连片改造开发,规划总用地182.5公顷、建筑面积260.35万平方米、总投资79.9亿元,部分片区改造的前期准备已经启动。城市基础设施的大规模建设,极大地改善了城市面貌,增强了服务功能,改善了投资环境。
开发园区,建设载体
槐荫区坚持走园区带动发展的路子,坚持园区建设与项目引进同步推进、园区开发与招商引资有机结合,以商促园,以商建园,建成了一批独具槐荫特色、效益明显的民营经济园区。
国家级济南民营科技产业园突出民营和科技两大特色,坚持规范化管理和服务,努力营造良好的体制环境、政策环境、人文环境和生态环境,为民营企业提供知识产权保护、专利申请、技术交易、成果转化、外文翻译和国外智力引进等配套服务,形成了明显的科技产业发展优势,成为槐荫区工业经济和科技产业发展的重要基地。园区先后投资7.3亿元,建设总规模91万平方米,进园企业达235家,融入民间资本8.5亿元。2003年实现营业收入9.38亿元、利税4300万元,出口创汇128万美元。 民营科技企业孵化基地已进驻科技企业80家,吸纳高级专业人员70人、享受国家津贴专家5人,先后开发科技成果100余项,25项获省级以上奖励,获专利30项。最近,孵化基地被评定为国家级科技创业中心,并通过IS09000服务质量认证。
都市经济园是槐荫区首创的独具特色的城区经济发展模式。城区各街道办事处在对辖区各类闲置资源全面调查摸底的基础上,进行优化整合,打破隶属和所有制界限,引进外来资本和技术,形成各具特色的都市经济园,有力地促进了区域税源建设,改善了区域税源结构,缓解了就业压力。目前,城区8个街道办事处相继建立了9家都市经济园,成为区域经济发展的重要平台,取得了政府得税收、企业得发展、职工得就业、环境得改善的“多赢”局面。 博远都市经济园是2001年建成的全区首家都市经济园,已入驻企业34家,融入民间资本4亿元,2003年实现税收1000万元。
加快城郊地区民营经济的发展,是促进农业产业结构调整、推进城市化进程、实现农民增收的重要措施。槐荫区围绕服务城市、富裕农民,大力建设各类特色农业示范园区,培植农业龙头企业,带动农业产业化发展。采取各种措施,引导民间资本向农业产业投入,相继建成了丰农出口蔬菜示范园、中国北方水生蔬菜精品园、美里湖农业旅游观光园等6个农业示范园区,培育了丰农、樱龙等一批农业龙头企业,形成了公司带基地、基地连农户的生产经营格局。丰农出口蔬菜示范园2003年出口创汇150万美元,被命名为国家级出口蔬菜标准化示范区。
依托大交通、大流通优势,槐荫区先后建成了以经十西路为轴线的济南汽车园、以浙江民间投资为主的济南温州服装商品批发广场;正在加紧运作集采购、加工、储存、展示、销售、配送、运输为一体的浙江服装物流中心;占地7平方公里的槐荫工业园也在规划和建设之中。
深化改革,创新机制
槐荫区是传统的工业区,不少工业企业在向市场转型的过程中,遇到很大困难。槐荫区按照建立“归属清晰、权责明确、保障严格、流转顺畅”的现代产权制度的要求,积极推动公有制企业进行了规范而彻底的产权制度改革,积极引导和支持民间投资者和民营企业,通过购买、租赁、参股、控股等方式参与公有制企业的改制。到2003年底,全区118家县以上国有(集体)企业基本完成改制,膨胀和形成了一批规模民营企业。济南华联于1995年实行了整体改制,2002年又退出了全部公有资产,现已成为济南西部最具有活力的大型商业企业,2003年完成社会消费品零售总额6.7亿元,缴纳税金2000余万元,成为全区第一纳税大户。
利用民间资本经营城市是槐荫区扩大民间投资领域的精彩之笔。近几年,槐荫区为解决因区位和历史原因造成的城市基础设施欠账较多的问题,转变城市建设和管理的理念,走经营城市的路子,坚持市场化运作,将土地、市政设施、各种公共服务等有形资产和附于其上的名称、形象等无形资产推向市场;对国家法律法规没有明令禁止的所有竞争性领域,全部向民间投资开放。由“浙江系”民间投资开发建设了西子城市花园、西湖花园等高标准住宅小区。2003年7月,又将“槐荫”和“槐苑”两个城市绿地广场的冠名权招标转让,分别由博远物流公司和济南华联商厦股份有限公司中标。华联投资1000余万元建设了广场地下超市,改造了高标准的绿化广场,市民又多了一处购物和休闲场所。
城郊地区是经济发展最活跃、潜力最大的区域,为从体制和机制上推动这一地区的改革发展和稳定,槐荫区自2001年起,对部分城郊村(居)实施了以集体资产公司制改造为主的综合配套改革,实现了政企、政资分开和集体资产的集约经营,村(居)民变股民,从根本上解决了城郊村(居)以土地为主的集体资产所有权的虚化、经营收益分配不公、以及由此引起的经济发展缓慢等问题,也有效地解决了招商引资与农民用地的矛盾,为民间投资和民营经济发展拓展了新的发展空间和盈利机会。
转变职能、规范服务
转变政府职能,提高办事效率,规范行政行为,更好地为民间投资者和民营经济发展提供全方位的服务,塑造服务型政府和高效政府的良好形象,是民间资本集聚槐荫的首要原因。
创新形式,规范程序,为推进招商引资营造高效优质的服务环境。区政府设立了政务厅,22个有审批职能的部门联合提供“一站式办公”、“一条龙服务”。政务厅把为民营经济服务作为应尽的职责,及时、准确地为民营企业提供政策法规、经济动态和国内外市场方向等信息服务,积极主动地协调、解决民营经济发展中的困难和问题。
公开政务,公开承诺,营造透明的政策环境。区政府制定了《关于公布槐荫区行政审批行为的通知》、《槐荫区现行涉企主要收费项目指南》,先后出台了《槐荫区招商引资优惠政策》,编制了《招商资源库》。各职能部门切实转变职能、简化审批、降低收费,完善了政务公开,设立了区长公开电话和“经济110”。这些措施的实施,营造了重商、亲商、富商、安商的浓厚氛围,形成了作风务实、管理高效、规则透明、服务热情的良好局面。
广泛宣传,形成氛围,营造宽松的发展环境,积极推动民营经济发展和招商引资工作。槐荫区出台了《招商引资考核奖惩实施细则》,建立了招商引资责任制、区领导包挂重点项目及招商引资与税源建设紧密结合的激励机制等一系列制度,使招商引资的管理机制日趋完善。2003年,在全区开展了“诚信教育年”活动,把建设“信用槐荫”作为改善吸引民间投资、发展民营经济环境的重点来抓。规范的秩序、优质的服务、宽松的环境、良好的区位,使社会民间投资者、民营经济的从事者来槐荫舒心,干得放心,出现了“以商招商”的良好局面。

Huaiyin District is a western district of Jinan City, the capital of Shandong Province. In recent years, investment promotion has attracted some dozens of billions of yuan in capital from home and abroad to invest in Huaiyin. Among domestic investors, a number of private sector investors from southeast Zhejiang Province are assembling here, forming an investment group comprised of Zhejiang enterprises.
So far, the non-governmental capital from Zhejiang has not only incorporated some key enterprises in Huaiyin, but has also promoted the development of the private sector economy of the whole district. In 2003, Huaiyin turned over GDP amounting to 3.536 billon yuan, among which the private-sector enterprises accounted for 61% percent of the increased value, an increase of 30% over the previous year. The private-sector paid taxes of 185 million yuan, accounting for 65% of the local revenues, an increase of 47% over the previous year. Actual outside investment hit 1.624 billion yuan, an increase of almost 20% over the previous year, while investment from private sector enterprises hit 458.76 million yuan, accounting for almost 30% of the fixed assets investment of the whole district, an increase of nearly 84% over the previous year.
Huaiyin boasts remarkable geographical advantages in developing economy. Throughout Huaiyin, 80% of the area can provide room for development. Yunqinghu Reservoir, located within the territory of Huaiyin, is a rich water resource. The Beijing-Fuzhou Expressway crosses Huaiyin from north to south, while the Jinan-Qingdao and Jinan-Liaocheng Expressways cross from east to west. In recent years, Huaiyin has spared no funds in the construction of infrastructure with a view toward producing a favorable investment environment, which has attracted numerous investors.
For years, Huaiyin has made every effort to develop industrial zones and parks to attract outside investment. Up to now, these zones and parks have provided accommodation for many enterprises, producing remarkable economic returns for both Huaiyin and the investors.
The state-level Jinan Private-sector Scientific and Technological Industry Park, which is located in Huaiyin, provides a pleasant environment for investors in terms of policies, culture, and living. Moreover, supportive services concerning the protection of intellectual property, patent applications, technological exchanges, translation, and talents introduction are all available in this park. To date, this park has been turned into an important base for Huaiyin to develop industrial economy and scientific and technological industries.
Huaiyin has invested 730 million yuan in construction of this Sci-Tech Industry Park, which now has a total area of 910,000 square meters, providing room for 235 enterprises with non-governmental capital of 850 million yuan. In 2003, the turnover of this park hit 938 million yuan, tax and profits hit 43 million yuan, and turned over 1.28 million US dollars through export. The Incubating Base of Private-sector Scientific and Technological Enterprises in the park has provided accommodations for 80 enterprises, employing 70 senior professionals. Up to now, this base has developed more than 100 scientific and technological achievements, among which 25 are awarded prizes at provincial or higher levels, and 30 have obtained authorized patents. Besides, this base has been chosen as a State-level Scientific and Technological Pioneering Center, accredited by the ISO9000 International Quality System.
Urban economic park, initiated by Huaiyin, is a kind of economic development pattern with special characteristics. According to this pattern, the sub-district offices under the jurisdiction of Huaiyin are all mobilized to organize standby resources to establish urban economic parks with their own characteristics to attract outside investment, which not only produce remarkable economic returns, but also have alleviated the employment pressure of the government. At present, the eight sub-district offices under Huaiyin have established nine urban economic parks. Among them, Boyuan Urban Economic Park, the first urban economic park established in Huaiyin, was established in 2001. So far, this park has provided accommodation for 34 enterprises, attracting 400 million yuan of non-governmental capital, and turning over 10 million yuan of tax and profits in 2003.
Huayin regards the development of private sector enterprises in the suburb areas as an important measure to adjust the agricultural structure, accelerate urbanization, and increase farmersÕ incomes in these areas. In order to the prosperity of farmers in the villages, Huaiyin encourages them to establish agricultural parks with special features and supports local enterprises specializing in agricultural development.
Continuously, in the suburbs of Huaiyin, six agricultural demonstration parks have been established, producing a group of leading enterprises engaged in agricultural production. In 2003, the Fengnong Exported Vegetable Demonstration Park turned over 1.5 million US dollars through export, and was named as a state-level standard demonstration area of exported vegetable plantation.
Availing itself of the transport advantages, Huaiyin has constructed the Jinan Automobile Park and the Jinan Wholesale Plaza of Wenzhou Garments, which assemble the non-governmental investment from Wenzhou. The Zhejiang Garments Logistics Center, which will integrate shopping, processing, storage, exhibition, sales, and logistics, is now under construction. The Huaiyin Industrial Park, covering an area of seven square kilometers, is under planning and will be constructed soon.
Absorbing non-governmental investment in urban transformation is another way for Huaiyin to expand the investment scope of non-governmental capital. In recent years, some high standard residential quarters in Huaiyin, such as Xizi City Garden and Xihu Park, are all constructed with non-governmental capital from Zhejiang. In July, 2003, through open bidding, the names of two grassland squares in Huaiyin, “Huaiyin” and “Huaiyuan,” were transferred to Boyuan Logistics Company and Jinan Huanlian Shopping Mall Co., Ltd. Under the square, which was named after “Jinan Hualian,” the Jinan Hualian Shopping Mall constructed as an underground supermarket, with a total investment of more than 10 million yuan. This deal, therefore, not only earned funds to construct the public square, but also added a shopping and recreation resort under the square.
To provide high efficiency services for investors, the governments at every level of Huaiyin make every effort to improve their administration. The district government has established a special hall to deal with the such affairs, and in this one place 22 different governmental departments provide “non-stop service” for investors. In this hall, investors can obtain all information concerning policies and go through all formalities concerning incorporating an enterprise.
