福建省古田县大桥镇辖33个行政村,466个村民小组。实行生产责任制以后,村级财务混乱问题一度未能得以解决,村干部的经济问题成了农民群众反映最强烈、议论最多、意见最大的热点之一。针对这种情况,大桥镇党委1984年在改革村级财务管理体制上进行大胆的探索,建立了镇农经服务站,对村级财务实行代管服务。五年来,服务站严格按制度办事,认真做好审核、报帐、登帐、公布等各项工作,实行民主理财,接受群众监督,彻底解决了村级财务混乱问题,基本上达到了“群众宽心、干部安心、上级放心”的目的。其具体做法是:

After the implementation of the system of production responsibility, the issue of village-level financial chaos was once not resolved. The economic problems of village cadres became one of the hottest points of view that peasants and masses have the most intense and discussed the most. In response to this situation, the Party Committee of Daqiao Town conducted a bold exploration on the reform of the financial management system at the village level in 1984, established the town agricultural service station and carried out escrow services to village-level finance. Over the past five years, the service station has strictly followed the system and conscientiously done all kinds of work such as auditing, reposting, debiting and publishing. It implemented democratic management and supervision by the masses and completely solved the problem of village-level financial chaos and basically reached the goal of “ Leniency, cadre reassurance, superior assured ”purpose.
