一九八○年九月五日现将教育部《关于大力发展高等学校函授教育和夜大学的意见》转发给你们,请参照执行。为适应我国国民经济发展的需要,教育事业在八十年代应该有一个大的发展。发展高等教育应贯彻两条腿走路的方针,采取多种形式办学。高等学校除办好全日制大学外,还应根据自己学校情况积极举办函授教育和夜大学,这对于扩大高等教育事业的规模,改变我国教育发展与经济发展不相适应的状况,加速培养四化建设需要的各种专门人才,促进干部队伍的结构改革,提高全民族的科学文化水平,都有重要意义。各地区、各部门应当把这方面的工作当作一项重要的事业,切实加强领导,充分发挥高等函授教育和夜大学在发展我国教育事业中的作用。
