早上起床,从广播上传来毛主席在全国一次人大所作开幕词的激光录音,毛主席那卓具特色的、悠扬悦耳的湖南声调,听起来是那样的熟悉,就像阔别多年的老朋友的声音。这声音,掀起了我蛰伏脑海40年之久的波涛,拨开了我那时光倒流的回忆之门。中华人民共和国第一部宪法草案由中共中央提出,送由全国朝野长期讨论。张治中是积极参加者,无论在西北,到中央,他都多次发言,提出好些有特色的意见,有时除当面向毛主席提出外,还写成书面。比如关于应否设置国家元首一事,他认为:(1)宪法草案本来就已规定国家主席有统率全国武装力量等权力,本来就已起到国家元首的作用,何不标明是国家元首,使名符其实 (2)作为集体元首,行使职权时须根据全国人大或其常委会决定,如遇战争,缓急不能适应。(3)如不书明国家元首,在国际交往中诸多不便。毛主席表示不同意,而且明确对张说:“这是不科学的”。到是年9月上旬,全国人大即将举行,张治中分别向彭真、周恩来建议,请毛主席于开幕时讲话。后来周、彭答复张治中:“毛主席没同意讲话。”到开幕前几天,张告诉我:“我还是认为毛主席必须讲话,我对此要作最后努力,你为我写信由我亲签送给主席。”于是,他口授措词,由我记录。信中主要有这么几句:“此次人大会议是中国历史上第一次真正
