相对于经济领域不断扩大开放所带动的发展成效,我国社会事业开放水平总体偏低仍是社会建设“短板”的重要原因。面对市场化、社会化和国际化发展的基本趋向,全面深化社会体制改革,全力推动社会事业发展,应当按照“开门办社会”的总体要求,以优化社会资源配置结构为核心,推动对内对外双向开放相互促进,坚持“引进来”和“走出去”更好结合,助推社会事业承办主体逐渐由单一走向多元,管理方式由行政化走向专业化、行业化和集约化,在全面有序扩大社会事业开放的进程中,逐步形成由点到线,由线到面,由边缘向纵深的全方位、多层次、宽领域开放格局。
