目的了解卫生监督机构的应急职责及卫生监督员对应急职责认知状况。方法分层整群抽样,运用问卷调查、深入访谈、文献研究方法。结果17个机构中部分机构认定,在职业中毒等8类突发公共卫生事件中不负有职责;在发生食物中毒等5类突发事件时,应当采取流行病学调查等5项应急反应措施。卫生监督人员对于有关法定应急职责的8个问题应答全部正确率仅为11.2%。与机构认定的职责相比较,对于在食物中毒等10类突发事件应急中本单位是否负有职责的问题,总应答全部符合率仅为13.5%;对于发生食物中毒等5类突发事件时5项应急反应措施是否是本单位职责的问题,相应专业卫生监督员总应答全部符合率分别为32.9%、14.3%、38.9%、47.2%、46.9%。
Objective To understand the emergency responsibility of health supervision agencies and the health supervisors’ cognition of emergency duties. Methods Stratified cluster sampling, the use of questionnaires, in-depth interviews, literature research methods. Results Some of the 17 agencies found that they were not responsible for 8 categories of public health emergencies such as occupational poisoning. In the event of 5 types of emergencies such as food poisoning, 5 emergency response measures such as epidemiological investigation should be taken . Health supervisors on the eight issues related to statutory emergency responsibility to respond all correct rate of only 11.2%. Compared with the responsibilities assigned by the organization, the overall response rate of the unit is 13.5% for the unit’s responsibility in the emergency of 10 kinds of emergencies such as food poisoning. For the five types of emergencies such as food poisoning The five emergency response measures are the responsibility of the unit, the corresponding total response rate of professional health supervisors were 32.9%, 14.3%, 38.9%, 47.2% and 46.9% respectively.
