赫鲁晓夫停止所有装载P-20导弹的舰艇建造和研制工作20世纪50年代中期,苏联开始步人弹道导弹及巡航导弹时代,为了尽快赶上美国海军水平,苏联海军首先停止了所有在建的火炮型巡洋舰工作,加紧研制能够携带远程导弹的核潜艇和水面舰艇,当时共提出了50多套潜艇设计方案以及70多套水面舰艇的设计方案。其中,就有一项后来被废弃的研制项目——海军舰艇装备远程巡航导弹P-20。
