政府应该在电子商务的发展中有何作为?今年4月底,在宁波召开的“政府与电子商务发展国际研讨会”中,你或许可以找到该问题的答案。这次研讨会由联合国经济与社会事务部、中国科学院、中国工程院、国家信息化推进办公室、浙江大学和宁波市人民政府共同举办。据称,此次会议是宁波市迄今为止举办的层次最高、影响最大的国际研讨会。参加本次研讨会的250多名代表中,有来自联合国的官员及有关国际组织的代表,有来自中国、德国、美国、法国等30多个国家和地区的政府官员、电子商务专家、学者和企业家。代表们就政府在电子商务发展中的作用、地位及国际合作等方面进行了全面、透彻的研讨。随着现代信息技术的发展和市场竞争的需要,电子商务的观念正在不断地深入人心,电子商务的应用范围正在不断地扩大。据统计,1999年全球电子商务总额为980亿美元,2000年己达2000亿美元,预测2003年可望达到1240亿美元。因此,电子商务的发展,得到了世界各国的高度重视。
What should the government do in the development of e-commerce? You may be able to find the answer to this question in the “International Symposium on Government and E-commerce Development” held in Ningbo at the end of April this year. The seminar was jointly organized by the United Nations Department of Economic and Social Affairs, Chinese Academy of Sciences, Chinese Academy of Engineering, National Informatization Promotion Office, Zhejiang University and Ningbo Municipal People’s Government. Allegedly, this conference is the highest level and the most influential international seminar held by Ningbo City so far. Among the more than 250 delegates attending the seminar, officials from the United Nations and representatives of relevant international organizations, government officials from more than 30 countries and regions including China, Germany, the United States and France, e-commerce experts and scholars and entrepreneur. The deputies conducted a comprehensive and thorough study on the role, status and international cooperation of the government in the development of e-commerce. With the development of modern information technology and the need of market competition, the concept of e-commerce is constantly gaining popularity and the application of e-commerce is expanding. According to statistics, the total amount of global e-commerce in 1999 was 98 billion U.S. dollars and in 2000 it reached 200 billion U.S. dollars. It is estimated that the total amount of e-commerce in the world will reach 124 billion U.S. dollars in 2003. Therefore, the development of e-commerce has attracted the attention of all countries in the world.
