当前，在全国性的旅游热潮下，利用文物发展旅游已成为全民的共识。然而，在这个过程中，保护文物与发展旅游之间却出现了突出的矛盾，严重影响了文物保护和旅游的可持续发展。 一 文物是祖国历史文化的凝结，不仅具有多方面功能的现实价值，而且具有越来越高、可以永续利用的未来价值。从文物的现实价值来说，利用文物发展旅游所实现的只是文物的部分价值，我们决不能仅仅从文物的旅游价值去看待文物的价值；
