山东省委、省政府提出建设 创新型强省的奋斗目标，是贯彻 落实党中央、国务院关于建设创 新型国家的重要举措。文章高屋 建瓴的分析了建设创新型强省的 来由、内涵、意义，提出了建设 创新型强省的独到思考、建议， 如建设创新型强省要深刻认识和 准确把握科学技术的发展规律、 要认真学习韩国的创新经验、要 贯彻“有所为，有所不为”的方 针、要十分重视管理创新等，对 于推进建设创新型强省具有很好 的指导借鉴作用。
The goal of Shandong Provincial Party Committee and Provincial Government in building an innovative and strong province is an important measure for implementing the CPC Central Committee and the State Council on building an innovative nation. The article analyzes the origin, connotation and significance of building a strong province of innovation and puts forward unique thinking and suggestions on building an innovation-oriented province. For example, to build an innovation-oriented strong province, it is necessary to profoundly understand and accurately grasp the law of development of science and technology. To earnestly study South Korea’s innovative experiences, we must implement the principle of “doing something and not doing something”, pay great attention to management innovation, and have a good guidance and reference for promoting the building of an innovation-oriented strong province.
