随着改革开放的深入,国民经济待续稳定的发展,各行各业对通信的需求非常迫切,我省邮电部门投入了大量的资金用于通信网的改造和扩容.用户线通过一户一对线,用明管暗线的改造方法,1995年全省县以上城市用户线的到位率达81.17%(即平均每一百户人家用户线到用户房门口的有81家).1996年我省主线普及率为7.2%,全省城市话机普及率达29%以上.由于一户一对线的工程已先成,装电话变得迅速而方便.1996年底我省交换机容量突破700万门,装机用户达450万户.户线已经到位,仅通信主干用户线的质量和数量远不能适应发展的需要,只能提供以模拟为主的音频电话.数据通信、图像等新技术只能采用特殊需要专项处理的办法来解决.本文将就加快光纤用户接入网建设谈一些看法.
