一、新记录在更新中自1991年3月起,日本经济进入不景气阶段,到1994年6月已经延续了38个月.战后半个世纪中,日本曾经历过了数次不景气,但其持续时间平均是17个月.这一次更新了不景气时间的最长记录.日本政府目前使用的景气指标总共有32个,其中最具代表性的有百货店的销售额、工矿业生产指数、失业率以及有效求人倍率等.现在的日本经济,不管使用哪个指标进行度量,都处于极端的不景气之中.对此,日本政府并不是没有动作.至今已先后出台了4次不景气对策,耗费40多兆日元(1兆=10000亿).政府内曾有很多人相信,景气状况可以人为地进行调整,但他们现在似乎有点丧失信心了.
