8月27日,广东省老区建设研究促进会理事长罗天,邀请省农业、林业、水电、交通、教育、文化、卫生、邮电、科技等厅局负责同志,座谈如何贯彻执行中共广东省委、广东省人民政府最近发出的《关于加强革命老区建设工作的通知》精神,以及省政府给省人大常委会的《关于八届人大二次会议扶持革命老区发展经济议案的办理情况报告》(草案),听取各有关部门的意见、要求或建议,并征询对省老促会工作的意见。省老促会常务副理事长何俊才、王维、昊健民、郑锦波参加了座谈会。罗天同志在座谈会上介绍省委、省政府的《通知》内容后说:省委、省政府对老区工作很重视,曾提出一系列优惠政策和措施,这次又发出这样重要的文件,它对统一全省各级党政的领导的思想认识,加快老区建设步伐将会起到重要作用。他说:“广东老区的人口占全省人口近三分之一,面积占一半以上,目前人均年收入500元以下还有一百多万人口,与经济发达的地区相比,差距很大,而且越来越大,所以扶持贫困老区发展经济
