我国社会保险制度存在的问题虽然众多,但是都可以归结到两个方面:服务供给不足和分享不公,而分享不公在很大程度上又是由供给不足引起的。本文认为,要有效解决当前面临的各种问题,促进社会保险科学发展,必须转变社会保险观念,提高对社会保险服务性的认识,以实现服务公平为出发点和归宿点,调整发展思路,改革管理体制,创新运行机制,全面提升社会保险体系的服务供给能力和自我完善能力。 Although there are many problems in the social insurance system in our country, there are two problems that can be summed up in two aspects: the insufficiency of service and the sharing of injustice, and the inequality of sharing is caused to a large extent by the insufficiency of supply. This paper argues that we must change the concept of social insurance and raise awareness of the service of social insurance so as to effectively solve the various problems we face and promote the scientific development of social insurance. In order to achieve the fairness of service as the starting point and the destination, we must adjust our development train of thought and reform management System and innovation operation mechanism, and comprehensively enhance the service supply ability and self-improvement ability of the social insurance system.
