Grasping the construction of neighborhood committees and laying a solid foundation for community building In line with the principle of “being beneficial to urban management and community service, and conducive to the construction and development of neighborhood committees,” we formulated and implemented the “General Election of the Third Residential Committee of Wuhua District in 1999 Program ”, after overall planning, the 151 neighborhood committees of 12 offices in the whole district were adjusted, compressed and merged into 86 ones with the average jurisdiction over 700 ~ 1000 households.
