鹤大高速公路小沟岭至抚松段是吉林省“十二五”期间高速公路建设项目中地形最复杂、桥隧比例最大、工程造价最高的高速公路,是吉林省“十二五”期间高速公路建设项目重中之重,项目途经的长白山区是中国生态环境最原始、最自然的保护区之一,也是吉林省乃至东北地区的水系发源地,丰富的生物资源、多彩的自然景观和脆弱的生态环境是该区的典型特征。因此,在项目勘察设计过程中最大限度地保护敏感的生态环境和水资源,减少生态破坏是设计中的重要原则;另一方面,工程项目所处区域为典型的东北季冻区气候,作为重要的运输通道,路基冻胀融沉、路面开裂冻融将影响桥涵、隧道构造物混凝土寿命,在设计上需要提高全线路基、路面、桥涵、隧道的抗冻耐久性。针对项目特点,设计单位科学制定项目总体设计原则、路线设计贯彻环保优先、路基设计坚持生态自然、路面设计坚持创新、桥隧设计坚持抗冻耐久、环保景观设计上坚持自然、人文,并进行了统一规范的标准化设计。
