在我国,从中央到地方,拥有数十万个大中小行政单位。这些单位,行政性拨款指标多的每年有上千万元,少的也有数万元。由于行政单位特别是党政部门,是当地的“首脑”机关,往往是要多少给多少,行政性开支不仅降不下来,反而逐年上涨。据悉,我国近年来的行政经费增长速度为14％,而同期的国民收入增长幅度只有12％。因此,解决行政性开支膨胀,压缩行政性经费指标,是当务之急。各级行政领导机关把这方面的工作做好了,做出切实的成绩来,不仅有“资本”抓好面上工作,推动全局性的“双增双节”运动,而且有利于恢复党的优良传统,实现党风的根本好转。当前有相当一部分行政单位的同志,对压缩行政经费持不同看法,甚至怀抱怨情绪。主要表现为:(1)往往把眼睛盯住上级机关,看着上面的动态,甚至盯住上面的增节比例,依样画葫芦,而不是从自己的实际出发,制定合理的增节指标。 In our country, from the central government to the localities, we have hundreds of thousands of administrative units that are large, medium and small.
