在我国,从中央到地方,拥有数十万个大中小行政单位。这些单位,行政性拨款指标多的每年有上千万元,少的也有数万元。由于行政单位特别是党政部门,是当地的“首脑”机关,往往是要多少给多少,行政性开支不仅降不下来,反而逐年上涨。据悉,我国近年来的行政经费增长速度为14%,而同期的国民收入增长幅度只有12%。因此,解决行政性开支膨胀,压缩行政性经费指标,是当务之急。各级行政领导机关把这方面的工作做好了,做出切实的成绩来,不仅有“资本”抓好面上工作,推动全局性的“双增双节”运动,而且有利于恢复党的优良传统,实现党风的根本好转。当前有相当一部分行政单位的同志,对压缩行政经费持不同看法,甚至怀抱怨情绪。主要表现为:(1)往往把眼睛盯住上级机关,看着上面的动态,甚至盯住上面的增节比例,依样画葫芦,而不是从自己的实际出发,制定合理的增节指标。
In our country, from the central government to the localities, we have hundreds of thousands of administrative units that are large, medium and small. At present, there are quite a few comrades in the administrative units who hold different views on the reduction of administrative expenses and even harbor feelings of grievances. Mainly as follows: (1) Often keep their eyes on the higher authorities, looking at the dynamic above, and even pegged to the proportion of the above section, according to the same picture, rather than from their own reality, to develop a reasonable increase of indicators.
