随着改革开放的深入和市场经济的深化,我国的经济迅猛发展。但同时也出现了许多新的社会问题,尤其是社会治安问题,已成为人们关注的焦点。尽管打击各种违法犯罪的斗争不断开展,但违法犯罪人员在一定范围内却有增多的势头,其主要原因是社会治安综合治理工作的治本措施还没有落实到位。要从根本上改善社会治安状况,必须克服“重打击、轻教育”的现象。笔者认为,在严打的同时强化社会治安综合治理的教育工作,从治本上下功夫。正如乔石同志所说:“社会治安综合治理实质上就是一项教育人、挽救人、改造人的系统工程”。我们应当在原有工作的基础上进一步强化教育工作,从根本上提高人的素质,最大可能地预防和减少犯罪,真正做到“打防并举、标本兼治、重在治本”。
With the deepening of the reform and opening up as well as the deepening of the market economy, the economy of our country has been developing rapidly. But at the same time, many new social problems have emerged, especially the problem of public order, which has become the focus of attention. Although the fight against all kinds of crimes has been constantly carried out, the number of criminals who have committed crimes has increased in a certain scope. The main reason for this is that the fundamental remedy for the comprehensive administration of social security has not yet been put into place. To fundamentally improve the social security situation, we must overcome the “heavy blow and light education” phenomenon. The author believes that in the crackdown at the same time strengthen the comprehensive management of public security education, from the fundamental work hard. As Comrade Qiao said: “The comprehensive management of social order is essentially a systematic project of educating people, saving people and transforming people.” We should further strengthen education on the basis of the original work, fundamentally improve people’s quality, prevent and reduce crime to the greatest extent possible, and truly strive to achieve the goal of “preventing both prevention and cure and treating both symptoms and root causes.”
