作为一项集经济、社会和生态于一体的系统工程,循环经济涉及节能、节水、节材、节地和废物综合利用等多个领域,其综合标准化并不是若干个不相干标准的简单加和,而是在系统工程方法论指导下相互联系的有机整体。本文从系统科学的视角出发,对循环经济综合标准化的由来和内涵进行系统解析,并进一步以物理-事理-人理(WSR)的系统方法论为基础,从物理(W)、事理(S)和人理(R)层面,分别探讨循环经济综合标准化的基本特征和系统模式,重点阐述循环经济综合标准化的结构体系和功能体系。此外,本文还从WSR的基本工作流程出发,从运行机制角度提出循环经济综合标准化的系统管理框架。
As a system engineering integrating economy, society and ecology, the circular economy involves many fields such as energy saving, water saving, material saving, land saving and comprehensive utilization of waste. The comprehensive standardization is not a simple addition of several irrelevant standards And, but in the system engineering methodology under the guidance of the interconnected organic whole. This paper systematically analyzes the origin and connotation of the comprehensive standardization of circular economy from the perspective of system science. Based on the systematic methodology of physics-matter-man-management (WSR) Humanistic (R) level, respectively, to explore the basic characteristics of circular economy and standardization of the system model, focusing on elaboration of circular economy integrated standardization of the structural system and functional system. In addition, this article also from the basic workflow of WSR, from the operating mechanism point of view circular economy integrated and standardized system management framework.
