宏观经济的高速增长必须以微观企业运作的高效率为前提。而企业运作的高效率主要取决于内部严格有效的全面质量管理，更主要取决于企业“一把手”对质量的高度重视。本文主要探讨了“一把手”质量意识的内涵与行为，“一把手”质量意识对企业运作效率的影响及如何培育强化“一把手”的质量意识三方面的内容，旨在使厂长（经理）们重视质量及管理，在改革中走质量效益型的道路，在质量中求生存，求发展。
The rapid growth of the macro-economy must be premised on the high efficiency of the operation of micro-enterprises. The high efficiency of business operations depends mainly on the internal strict and effective total quality management, but also mainly depends on the “top leaders” on the quality of the great importance. This paper mainly discusses the connotation and behavior of the “top leader” quality consciousness, the influence of the “top leader” quality on the operational efficiency of the enterprise and how to cultivate the quality awareness of strengthening the “top leader” in order to make the director (manager) attach importance to Quality and management, take the path of quality and efficiency in the reform, survive in the quality, and seek development.
