2000年3月26日,在平舆县东和店镇宁庄村第9村民组村民赵学彬家的小院挤满了全组村民,都屏气息声,在听一位专家讲解小麦病虫害发生的原因及病虫害的防治方法,这位被当地农民称为农业专家的人就是平舆县东和店镇党委书记张春明。东和店镇属农业大镇,东与安徽省毗邻,北与项城市搭界,106国道和驻(驻马店)阜(安徽省阜阳)公路越境而过,全镇辖14个行政村,193个村民组,5800余人,7200余亩耕地。虽说地理位置比较优越,交通也比较便利,但由于村民思想观念陈旧,科技意识淡薄,因而始终没能摆脱贫困。1994年张春明担任该镇镇长以来,以调整种植业结构为突破口,狠抓农田设施建设,大力推广科技种田,为该镇的经济发展打下了坚实的基础。1997年张春明任该镇党委书记后,更是大胆改革,锐意创新,提出了“科技兴镇、科技富农”的口号。
