根据《放射性同位素与射线装置安全和防护条例》(国务院第449号令)的和《放射性同位素与射线装置安全和防护管理办法》(环境保护部令第18号)要求,结合环境保护行政主管部门辐射环境安全监管的实际情况,对核技术利用单位辐射安全和防护年度评估报告的内容和格式提出具体的规范和要求,为核技术利用单位编制年度评估报告提供借鉴。
