建国以来,地处环三都澳区域的宁德市科技人才队伍在数量和质量上都取得了很大的发展,但在研发经费投入、科技人才队伍质量和结构、人才资源开发力度、教育结构与培养质量等方面都落后于其他沿海地区,究其原因主要在于人才观念落后,人才管理体制、科技体制和教育体制尚不能适应社会主义市场经济体制的要求。加强科技人才队伍建设,重在制定人才发展战略,深化科技体制改革,构建人才交流合作平台,实施人才强市行动计划,以促进人才结构合理化,在保证科技队伍的规模总量继续增长的同时,整体提升科技队伍的质量。
