“自由放任”是英国劳资关系的传统特征,但这一传统被1979年开始执政的撒切尔夫人所打破。在她执政的11年中,每隔一两年出台一部劳资法,对工会的权利及集体谈判作出严格的限制。撒切尔政府的劳资立法不仅改变了劳资关系的状况,而且在其后历任政府的劳资立法中留有深刻的印迹,在客观上积极回应了英国经济社会结构的变革,是其劳资立法得以延续的基石。
“Free laissez-faire” is a traditional feature of British labor relations, but that tradition was broken by Thatcher, who came to power in 1979. In her eleven years of power, she introduced a labor law every other year or two to impose strict restrictions on the rights of trade unions and collective bargaining. The Thatcher’s labor and capital legislation not only changed the status of the labor-capital relationship, but also left a deep imprint on the subsequent labor-management legislation of the successive governments. It objectively responded to the change of the economic and social structure in the UK by extending its labor-capital legislation Cornerstone.
