According to DABromley, Assistant President of the U.S. Presidential Science and Technology Policy Office, February 4, Bush proposed a total of 75.6 billion yuan for the research and development (R & D) portion of the 1992 fiscal year budget, an increase of 8.4 billion from the previous year's approval figure Yuan or 13%. He believes that as a nation, the United States owes its investment in R & D. The 1992 budget increase is a constructive step toward this issue. The newly formed Federal Council of Science, Engineering and Technology (FCCSET) is a body of cabinet ministers who discuss, examine, coordinate and help promote the implementation of federal science and technology policies. It proposes three priority cross-industry R & D areas and organizes professional cross-agency topics: high-performance computing and communications, global change and math and science education.
