目的:探究中央转移支付对地方政府卫生支出的影响,为制定相关政策提供参考依据。方法:基于2003—2014年中国30个省的面板数据,使用固定效应模型进行实证分析。结果:无论是比重指标还是人均指标,中央转移支付对地方政府卫生支出促进效应有限;人均转移支付指标促进效应要优于转移支付比重指标;转移支付的使用效果存在显著的地区差异。结论:政府应加强中央转移支付用于卫生支出使用的透明度管理,强化地方政府的问责机制;以效率和公平为政策导向谨慎调整中央转移支付内部结构;中央转移支付政策供给应当寻求精细化;中央转移支付政策要同其他政策配套实施。
Objective: To explore the impact of the central transfer payment on the health expenditure of local governments, and to provide reference for formulating relevant policies. Methods: Based on the panel data of 30 provinces in China from 2003 to 2014, we use the fixed-effects model for empirical analysis. Results: The effect of central transfer payment on promotion of local government health expenditure is limited, no matter whether it is the proportion index or the per capita index. The promotion effect of per capita transfer payment index is better than that of transfer payment index. There are significant regional differences in the use effect of transfer payment. Conclusions: The government should strengthen the transparency of central government transfer payment for health spending and strengthen the accountability mechanism of local government; use efficiency and fairness as the policy guidance to adjust the internal structure of the central transfer payment; the supply of the central transfer payment policy should be refined; Central government transfer payment policy should be implemented together with other policies.
