第六届全国人民代表大会第五次会议听取了国务委员兼外交部部长吴学谦受国务院委托所作的关于《中华人民共和国政府和葡萄牙共和国政府关于澳门问题的联合声明》草签文本的报告。会议对我国政府为解决澳门问题所进行的工作和吴学谦国务委员兼外交部部长的报告表示满意。鉴于《中华人民共和国政府和葡萄牙共和国政府关于澳门问题的联合声明》涉及特别行政区的设立及其制度问题,根据《中华人民共和国宪法》第三十一条、第六十二条的规定,应由全国人民代表大会决定。会议决定授权全国人民代表大会常务委员会在《中华人民共和国政府和葡萄牙共和国政府关于澳门问题的联合声明》经中葡两国政府正式签署后予以审议和决定批准。
At the fifth meeting of the Sixth National People’s Congress, Wu made a report commissioned by the State Council on the draft signed version of the “Joint Statement of the Government of the People’s Republic of China and the Portuguese Republic on the Macao Issue.” The meeting expressed satisfaction with the work of our government in resolving the Macao issue and with the report of Wu Xueqian, State Councilor and Foreign Minister. Since the “Joint Statement of the Government of the People’s Republic of China and the Government of the Portuguese Republic on the Macao Issue” refers to the establishment of the special administrative region and its system, according to the provisions of Article 31 and Article 62 of the Constitution of the People’s Republic of China, National People’s Congress decides. The meeting decided to authorize the Standing Committee of the National People’s Congress to review and decide upon the approval of the “Joint Statement of the Government of the People’s Republic of China and the Government of the Portuguese Republic on the Macao Issue” after the formal signing of the two governments.
