我们听到过这样一种反映:“档案室工作无穷无尽,多做少做没有多大关系,只要不出漏子就行”。这样说来,好象“不出漏子”就是档案室工作的标准了,我们认为,这种看法是不正确的。档案工作和其他工作一样,是由于客观的需要而产生发展起来的,解放后,许多机关都建立了档案室或档案工作,它的主要任务是把文件材料收集整理好,积极提供利用。收集和利用构成档案工作的基本内容,因此,鉴别档案工作的好坏,就应当主要看收集工作和利用工作如何。国家档案局曾三局长去年九月所作“关于档案室工作的几个问题”的报告中说得很清楚:“归档制度
