“命案必破”体现了公安机关对人的生命价值的充分尊重,紧扣了当前影响人民群众安全感的焦点问题,是公安机关对人民生命安全高度负责的重要体现,也是公安机关贯彻落实十六大精神和“三个代表”重要思想的具体措施。为了落实厅党委关于“命案必破”的要求,我们对1998年以来全省未破命案的原因进行了分析研究并提出一些主要对策,以期能加大对命案的侦破力度。五年来未破命案的基本情况 1.1998年至2002年,海南省共有未破命案351起,其中故意杀人案件235起(抢劫杀人72起,报复杀人10起,强奸杀人3起,其它杀人150起),占未破命案总数的66.9％,故意伤害致人死亡案件116起,占未破命案总数的33.1％。 2.在351起未破的命案中,经侦查没有线索,案件侦破工作没有进展的242起,占68.9％;有明显线索,但犯罪嫌疑人在逃的109起,占31.1％。

From 1998 to 2002, there were 351 unruptured cases in Hainan Province, of which 235 were intentional homicides (72 for robbery and murder, 10 for revenge murderous killings, 3 for rape and murder and 150 for other killings) Accounting for 66.9% of the total number of unruptured cases, 116 cases of intentional injuries causing death, accounting for 33.1% of the total unruptured cases. 2. In 351 unbroken murders, there were no clues in the investigation and 242 cases of no progress in the detection of cases, accounting for 68.9%. There were obvious clues, but 109 suspects fled to account for 31.1%.
