发展征信市场是征信体系发展的重要策略,对于培育个人信用意识、提升企业信用价值和推进社会信用体系建设具有重要的意义。《社会信用体系建设规划纲要2014—2020》提出,要培育和规范信用服务市场。日本的征信市场已有百余年的发展历程,被称为在亚洲最发达、行业产值最高、历史最悠久。本文在回顾日本征信市场发展历程的基础上,介绍了日本征信市场的发展现状,总结了日本征信市场的主要特点,并得出其对中国征信市场发展的启示:一是坚持市场化原则;二是完善征信行业法律规范;三是建立信用信息共享机制;四是发挥行业协会监督作用。
The development of credit market is an important strategy for the development of credit information system, which is of great significance for nurturing personal credit awareness, enhancing corporate credit value and promoting social credit system. “Social Credit System Construction Plan 2014-2020” proposed to cultivate and standardize the credit service market. Japan’s credit market has a hundred years of development history, known as the most developed in Asia, the industry’s highest output value, the longest history. On the basis of reviewing the development history of credit information market in Japan, this paper introduces the development status of credit information market in Japan, summarizes the main features of credit information market in Japan, and draws some enlightenment on the development of China credit information market. First, The second is to improve the legal norms of the credit industry; the third is to establish credit information sharing mechanism; the fourth is to play a supervisory role of the industry associations.
