建立一支稳定、合格的教师队伍,是办好中小学的关键,也是学校管理工作的立足点。从目前中小学教师队伍的现状来看,在思想品德、文化水平和教学业务能力方面,绝大多数教师都是好的,但也有一些人不合格;还有不少学校存在人员冗赘,吃“大锅饭”,干好干坏一个样的问题。为此,一些地方在实行定编、定员、定职责、定工作量的岗位责任制基础上,有计划地在一些学校进行教师聘任制的试点。
Establishing a stable and qualified teacher team is the key to running primary and secondary schools and the starting point for school management.
