中国加入WTO后融入世界经济的进程被进一步向前推进。WTO成员国希望能从中得到新的销售市场和物美价廉产品的生产基地,但同时也存在着对可能来自中国的大量廉价产品涌入内国的忧虑和担心。对此WTO成员国已经通过达成一系列关于特别保障措施机制的协议来做好应对准备。这项仅仅适用于源自中国进口产品的规定允许WTO成员国在较为宽松的前提条件下采取保障措施。本文介绍了特别保障措施机制,将它与WTO《保障措施协定》的规定相比较,并探讨特别保障措施在欧共体中的实施与应用,最后从经济政策角度对特别保障措施进行归类和评价。
The process of China’s integration into the world economy after China’s accession to the WTO has been further pushed forward. WTO members hope to get new sales markets and inexpensive production bases, but there are also worries about the influx of a large amount of cheap products that may come from China into the Mainland. To this WTO member states have already made preparations for a deal by reaching a series of agreements on special safeguards mechanisms. This provision, which applies only to products originating from China, allows WTO members to take safeguards under more lenient preconditions. This article introduces the mechanism of special safeguards and compares it with the provisions of the WTO Safeguards Agreement and discusses the implementation and application of special safeguards in the EC. Finally, we classify special safeguards from the perspective of economic policy Evaluation.
