中国行政层级之多为世界之最,五级政府运行效率之低下,运行成本之高昂,受到普遍诟病。2002年以来,浙江、湖北、河南、山东、福建等省份先后根据本省的具体情况,将一部分归属于地级市的经济管理权和社会管理权直接赋予经济强县,在财政体制等方面实行了“省直管县”。这些“强县扩权”的破蛹之举,在实践中直指上世纪80年代兴起继而约定俗成的“市管县”体制。随着市场经济体制的日臻完善,减少行政层级是大势所趋,从经济管理和社会管理层面构建“省直管县”体制将是未来几年我国行政体制改革的主旋律。在这样的大背景下,市级政府将何去何从,如何调整自身的职能定位和发展战略?县级政府在日益扩大的管理权限下,如何加速县域经济发展,在广域型管理中力托起中国的“三农”之重?对于这些发展中的理论和实践问题,专家学者在思考,市长县长在谋划、在探索。作为服务于党政决策者的杂志,本刊编辑记者始终关注着此项改革进程,在本刊今年第一期《改革“市管县”》基础上,再次推出这一组文章,期待中国的行政体制改革早日突破藩篱,实现“省县直管”。策划人语
