记者前不久参加省政府组织的科技调研时了解到,我省很多县市科技三项经费不到位,其中有不少县科技三项经费直接为零。县市科技工作与广大人民群众利益最密切,是科教兴国战略落实到基层的关键。国家科技部也已把2004年作为“县市科技工作年”。在“科教兴国”呼声震天的今天,基层科技管理部门经费缺乏、人员不整、缺少服务手段……县域科技工作路在何方?
