人事档案是医院档案的重要组成部分,作用在于为人事工作服务。人才资源开发与人事档案管理是运用现代化的科学方法,通过一定的手段,调动人的积极性,发挥人的创造力。因此,人事档案也是人事工作中与促进人才选拔中不可缺少的重要组成部分。以医疗、预防、科研、教学于一体的医院,要在竞争中求生存、求发展,就要及时发现人才,培养人才。在“资金跟着项目走,项目跟着人才走,人才跟着环境走”的新形势下,在人才竞争呈现出“国际竞争国内化,国内竞争国际化”的趋势中,人才是人们争夺的重点对象,是医院竞争和持续发展的重要保证,搞好医院人才资源开发与人事档案管理关系到医院的前途和持续发展。
