本文从产业转换成本角度分析资源枯竭型地区发展接续产业的理论依据,在于节约产业转换成本,或者说使产业转换成本最小化。通过引入沉淀成本概念具体化产业转换成本,我们指出产业转换成本对资源型城市发展接续产业的影响。通过分析可知,资源枯竭地区发展接续产业本身是经济主体理性选择的结果,是约束条件下使产业转换成本最小化的结果,并不是脱离经济现实的头脑猜想,也不是随意可以照搬的变形赶超战略,而是根据资源枯竭型地区所面临的初始条件,追求产业转换成本最小化理性选择的结果,本质上应尽量避免出现产业转换成本,发挥现有各类资产重新利用机会。
This paper analyzes the theoretical basis of developing continuous industries in resource-exhausted regions from the perspective of industrial conversion costs, which is to save the cost of industrial conversion, or to minimize the cost of industrial conversion. By introducing the concept of sedimentation cost of concrete industrial conversion costs, we pointed out that the cost of industrial transformation of resource-based cities to develop the impact of industry. Through the analysis we can see that the development of the continuation industry in the resource exhaustion area is the result of the rational choice of the economic subject itself and the result of minimizing the industrial conversion cost under the constraint condition and not from the speculation of economic realities nor of the deformation catch-up Strategy, but according to the initial conditions faced by the resource-exhausted regions, the pursuit of the rational choice of minimizing the industrial conversion costs is the result. In essence, industrial transformation costs should be avoided and existing types of assets should be reused.
