古旧书籍,是祖国文化遗产的重要部分,随着科学研究事业的发展,许多文化学术部门对古旧书籍资料的需要日益迫切;但在不少地区或某些部门,由于对古旧书籍在学术研究中的意义认识不够,以为全是封建迷信的,不加分析和鉴定,任意损毁;有的把古旧书作了造纸原料,有的用以作纸炮或包裹货物,在农村用作引火的也极多。为此,就保护和收集古旧图书的有关问题通知如下,希各地切实执行:(1)各级文化主管部门,应根据当地的具体情况,广泛地向群众进行保护祖国文
