水利是国民经济的基础设施,是经济社会发展的重要支撑。改革开放26年来,我省水利事业取得了巨大成就,保障了经济社会的快速发展。但是,随着改革开放的进一步深入,水利也暴露出一些深层次的矛盾和问题。解决这些深层次的矛盾和问题,不能简单地就事论事,需要从文化、社会、理论层面加以透视和分析,找出症结所在,并采取针对性措施从根本上加以解决。为此,我从四个方面进行探讨。
Water conservancy is an infrastructure of the national economy and an important support for economic and social development. In the 26 years since the reform and opening up, great achievements have been made in water conservancy in our province to ensure the rapid economic and social development. However, with the further deepening of reform and opening up, water conservancy also revealed some deep-rooted contradictions and problems. To solve these deep-rooted contradictions and problems, we should not simply discuss things on the basis of facts, but also need to find perspectives and analyzes from cultural, social and theoretical levels so as to find the crux of the problem and take targeted measures to solve them fundamentally. To this end, I discuss from four aspects.
