随着我国城市经济水平的不断发展和小汽车交通的日益普及,交通政策对城市交通发展的引导和调控作用越来越突出。制定差异化的城市交通政策分区,和城市用地布局规划引导相结合,把交通政策分区具体落实到空间上便显得尤为重要。文章分析了城市交通政策分区的划分目的、原则和方法,提出主要是依据小汽车交通和公共交通在城市不同区域的发展差异划分交通政策分区的方法,同时还应结合用地开发强度引导、交通需求特点、公交服务水平、城市功能分区特点等进行划分。最后以常熟市为例,对城市交通政策分区的划分和分区交通发展策略进行分析。
