3月14日,温家宝总理在十届人大四次会议闭幕后举行的记者招待会上指出,中国绝不能走先污染后治理的老路,要给子孙后代留一片青山绿水。温总理还表示,“十五”计划我们大多数的指标都基本完成了,但是坦白地告诉大家,环境指标没有完成。从温总理的讲话中我们得到一个重要信息,那就是国家总体发展思路的转变,从两会和“十一五”的规划中,也看出中国未来要走可持续发展的道路。即不仅重视经济发展,更注重经济与环境的协调发展,注重发展的科学、和谐和持久性,注重在发展中全面保障公众利益,维护社会公平。这种转变让人们看到了可持续发展的希望,看到了转向以人为本,全面建设社会主义小康社会,十三亿中国人共同富裕的希望。当前我们所面临的问题不是是否要加快发展的问题,而是如何发展的问题；不是增长的量的问题,而是要讲求发展质量的问题。现有的增长模式主要是依靠大量的投资和资源消耗来维持经济增长,是走低成本竞争的增长模式。这种增长模式现在受到了很大的冲击。这冲击主要来自劳动力、土地等生
