美国彼得森国际经济研究所近期发布了一份有关中国经济再平衡的研究报告。报告指出中国经济的高速增长令世人瞩目,但这种过度依赖投资、严重抑制私人消费的资本密集型增长模式后患无穷,结构调整势在必行。报告认为中国经济的失衡主要源自于利率、汇率、能源价格三种基本经济价格的扭曲,与此同时。相对滞后的社会保障体系加之较为严重的收入分配不合理进一步加剧了非均衡化趋势。经济再平衡需要找准突破口,对症下药,而对于“经济改革需政治改革先行”的论断,报告持否定态度。
The Peterson Institute for International Economics recently released a study on the rebalancing of China’s economy. The report pointed out that the rapid growth of China’s economy has drawn worldwide attention. However, such an over-reliance on investment and serious inhibition of private-consumption-captive capital growth poses great risks and structural adjustment is imperative. The report concludes that the imbalance in China’s economy is mainly due to the distortions in the three basic economic prices of interest rates, exchange rates and energy prices, meanwhile. The relatively backward social security system combined with the more serious distribution of income have further aggravated the trend of unbalance. The rebalancing of the economy needs to find a breakthrough point and prescribe the right remedy. However, the report adopts a negative attitude toward the assertion that “the political reform in the economic reform needs precedence.”
