1992年,南非向国际标准化组织TC176(质量管理和质量保证技术委员会)提交一份关于《持续教育和培训》的报告。这份报告中指出,要理解如何达到ISO9000:1987-4.18中关于培训方面的要求是困难的。这份报告得到了ISO大多数成员国的支持,并使ISO10015国际培训标准的制定工作提到了具体议程。1999年9月,在美国的圣弗朗西斯科召开的TC176会议上,成员国以压倒性的绝对优势投票表决同意公布关于《质量管理—培训指南》的1005国际培训标准。至此,培训质量管理和质量保证问题受到众多国家和企业的高度关注。
In 1992, South Africa submitted a report on continuing education and training to the International Standardization Organization TC176 (Quality Management and Quality Assurance Technical Committee). The report states that it is difficult to understand how to meet the training requirements in ISO 9000:1987-4.18. This report received the support of most ISO member states and referred to the formulation of ISO10015 international training standards on a specific agenda. In September 1999, at the TC 176 conference held in San Francisco, the United States, the member states voted overwhelmingly to vote for the 1005 international training standard on Quality Management-Training Guide. At this point, training quality management and quality assurance issues have been highly concerned by many countries and enterprises.
