为制定科学的考核企业技术进步的指标体系,需首先明确技术进步的含义。目前,人们对技术进步大体上有三种理解,最狭义的理解是把技术进步作为纯工程学概念,仅指劳动者的技能提高,技术装备的改善,工业方法的改进等,最广义的理解是把技术进步作为工程学、经济学、政治学等诸学科的综合概念,认为经济和政治体制的改革,按劳分配制度的完善,新的方针政策的采取等等,都属技术进步。前者过于狭窄,后者又显得过宽,不利于科学
